Notice #1: Needs Assessment for Washtenaw Urban County 2022-23 Action Plan

Pursuant to U.S. Department of Housing & Urban Development regulations, notice is hereby given by the Washtenaw County Office of Community and Economic Development that one (1) public hearing will be held to solicit citizen input on the housing and community development needs in the Washtenaw Urban County for consideration in the development of the 2022-23 Annual Action Plan. The Annual Action plan will identify specific projects and programs that the County intends to implement with Community Development Block Grant (CDBG), HOME Investments Partnership (HOME), and Emergency Solutions Grant (ESG) funds in the Washtenaw Urban County during the period July 1, 2022 – June 30, 2023. 

This hearing invites participation and/or written comments from any person having an interest, or their duly appointed representative, in the following Urban County jurisdictions: City of Ann Arbor, City of Dexter, City of Saline, City of Ypsilanti, Ann Arbor Township, Augusta Township, Bridgewater Township, Dexter Township, Lima Township, Manchester Township, Northfield Township, Pittsfield Township, Salem Township, Saline Township, Scio Township, Superior Township, Sylvan Township, Webster Township, York Township, and Ypsilanti Township.

The public comment period on housing and community development needs in the Washtenaw Urban County began on January 3, 2022 and has been extended through February 16, 2022. Notice #2: Substantial Amendment to the 2019 Washtenaw Urban County Annual Action Plan

Pursuant to U.S. Department of Housing & Urban Development regulations, notice is hereby given by the Washtenaw County Office of Community and Economic Development (OCED) that one (1) public hearing will be held to solicit citizen input on a substantial amendment to the 2019 Annual Action Plan. The 2019 Annual Action Plan identifies the specific projects and programs that the County intended to implement with Community Development Block Grant Program (CDBG), Home Investment Partnerships Program (HOME), and Emergency Solutions Grants Program (ESG) funding during the period of July 1, 2019 – June 30, 2020. The purpose of this substantial amendment is to program $1 million of the Community Development Block Grant funds (CDBG-CV), allocated through the CARES Act, to support low- and moderate-income businesses impacted by COVID.

The first CDBG-CV allocation was in the amount of $1,267,964 and the second allocation was $1,608,347 for a total CDBG-CV allocation of $2,876,311. All CDBG-CV funds are used for activities that prevent, prepare for, and respond to Coronavirus. The last substantial amendment to incorporate CARES Act funds, approved by the Urban County Executive Committee on May 5, 2021, incorporated the second CDBG-CV allocation ($1,608,347) but noted that specific uses of funds were to be determined at a later time to meet local needs in response to COVID-19. The current substantial amendment specifically allocates $1,000,000 of the $1,608,347 over three (3) years to provide business services and support for low-to-moderate income businesses impacted by COVID.

A public hearing is being held to obtain citizen input on the proposed substantial amendment to the 2019 Annual Action Plan. Following a public hearing, Urban County Executive Committee members will be asked to approve the proposed amendment to the 2019 Action Plan. This approval process is condensed to expedite disbursement of funds for the County’s local COVID-19 response efforts.
