5.I.

A. Economic Development

1. Office of Community and Economic Development

a. 2019 Washtenaw Urban County Action Plan  

- Approving the 2019 Washtenaw Urban County Plan
- To the U.S. Department of Housing and Urban Development (HUD)
- For the period of July 1, 2019 to June 30, 2020

- In order to receive CDBG, HOME, and ESG Funds, a five-year Consolidated Plan must be submitted to HUD along with annual Action Plans describing planned projects and activities for each program year
- The Washtenaw County Board of Commissioners approved the 2018-2022 Five Year Consolidated Plan and 2018 Action Plan on July 11, 2018
- The Washtenaw Urban County is currently comprised of 20 jurisdictions within the county who have signed a formal cooperative agreement to join the Urban County for the period of July 1, 2018 to June 30, 2021
- Cooperative agreements are renewable in three year-intervals

- The Urban County Executive Committee’s goals as reflected in the 2018 - 2022 Consolidated Plan are:
- Increase quality, affordable homeownership opportunities
- Increase quality, affordable rental housing opportunities
- Improve public facilities and infrastructure
- Support homeless prevention and rapid re-housing services
- Promote access to public services and resources
- Enhance economic development activities 

- For a total program of $4,019,551:
- Federal Revenue: $3,567,282
- CDBG: $2,123,502
- HOME: $1,264,807
- ESG: $178,973
- Local Match: $452,269
- No additional County GF support is requested to achieve match requirements 

- Upon receipt of the award: 
- Authorizing the Administrator to sign the Notice of Grant Award
- Approving the budget
- Authorizing the Administrator to sign delegate contracts

B. Health

1. Health Department

a. Michigan Health Endowment Fund (MHEF) Grant 

- Authorize the signature of the Administrator on the grant contract
- From the Michigan Health Endowment Fund
- For the period of May 1, 2019 through April 30, 2021

- To provide financial support for a Community Health Impact grant program titled HealthyOne
- To address an array of health issues to support the preconception, prenatal/postpartum, and interconception health of women and their families with a strong focus on women not currently engaged in healthcare or other supportive community services
- This work will focus on serving residents of several subsidized housing developments in Superior Township who experience significant health disparities 

- In Washtenaw County, Black infants are over three times more likely than White infants to die before their first birthday and more than two times as likely to be born premature or with a low birth weight 
- Birth weight has been found to be the primary predictor of infant survival and prenatal care is a key factor in preventing preterm births and low birth weight

- HealthyOne will use a neighborhood tailored community health worker model and work will focus on Sycamore Meadows and surrounding neighborhoods including Danbury Park Manor 
- Through regular community outreach and resident engagement, the HealthyOne program and Community Health Worker will work to:
- Connect residents to trauma-informed care, primary care, and behavioral health services;
- Coordinate on-site services to be provided by a public health nurse who will act as the clinical liaison to the health department for residents; and
- Train 10 community residents as HealthyOne peer educators who will receive a stipend to provide resident-to-resident education that will facilitate access to healthcare and social services
- Ultimately the program is designed to:
- Help increase use of WCHD services by residents of  the targeted neighborhoods;
- Increase the availability of peer support and education; and
- Improve access to prenatal care and other health and social services

- Create 0.5 FTE Grant-Status Community Health Worker
- Group 1100, Grade 13 
- Salary Range: $31,668 – $38,762

- For a total program of $139,140:
- Michigan Health Endowment Fund: $100,000
- State Medicaid Outreach funding: $39,140

- This budget includes indirect costs of $28,776 over the two year grant period

- Upon receipt of the grant award
- Authorizing the Administrator to sign the Contract
- Amending the budget
- Authorizing the Administrator to sign delegate contracts

b. Administrative Health Officer 

- Approving the appointment of Jimena Loveluck, MSW as the Administrative Health Officer for the Washtenaw County Health Department effective June 24, 2019 at an annual salary of $107,500
- The requested salary is within the range for a Non-Union Grade 34 position of $79,150 - $125,144
- The preferred candidate has qualifications and experience that meet or exceed requirements for this position

- Effective August 31, 2019 the current Health Officer, Ellen Rabinowitz will resign having served in both an interim role and formal appointment since November 2013
- The Michigan Public Health Code requires the appointment of a local health officer appointed by the local governing entity [in this case the Board of Commissioners}
- This appointment is contingent on the approval of the Michigan Department of Health and Human Services (MDHHS) as, pursuant to the Public Health Code, the MDHHS must approve all Health officer appointments 

- The cost of the appointment is included in the Health department operating budget and no additional GF dollars are being requested

C. Public Safety & Justice

1. Sheriff

a. Annual Community Corrections Comprehensive Plan  

- Ratifying the electronic submission of the grant application
- To the Michigan Department of Corrections
- For the period of 10/1/19 – 9/30/20

- To continue offering diversion and alternative sentencing options for courts in Washtenaw County
- To provide pre-trial services, drug testing, electronic monitoring and social education

- For a total program of $ 1,928,891
- State Revenue: $657,771
- Program Revenue: $622,442
- Public Safety millage funding: $152,000
- County General Fund Contribution: $496,678

- Upon receipt of the award:
- Authorizing the Administrator to sign the Notice of Grant Award
- Amending the budget
- Authorizing the Administrator to sign delegate contracts

D. Land Use & Environment

1. Water Resources

a. Modifying the Solid Waste Management Plan Amendment  

- Approving the resolution to approve modifications
- To the 2017 Solid Waste Management Plan Amendment
- And to authorize the County Administrator to send the attached 
Letter to EGLE for approval

- To modify the 2017 Solid Waste Management Plan Amendment
- To include the following language changes suggested by 
the Department of Environment, Great Lakes, & Energy
- In order for EGLE to recommend approval of 
the 2018 Solid Waste Management Plan Amendment 

- Page 99, criterion “v” current language:
- “Demonstration of prompt corrective action to any issues, violations or citations incurred while operating at any company owned facility within the state of Michigan”
- Page 99, criterion “v” suggested language:
- “Demonstration of cured, or initiation of, corrective action taken within 60 days after a notice of violation or citation incurred, while operating at any company owned facility within the state of Michigan

- Page 99, criterion “w” current language:
- “Demonstration of community relations efforts with host community and neighboring communities that may be impacted by operations at proposed facility as it relates to the facility’s good neighbor plan.”
- Page 99, criterion “w” suggested language:
- “Applicant’s proposal shall include a signed statement indicating that they will abide by the Good Neighbor Plan and provide details regarding community relations with host community and neighboring communities that may be impacted by operations at the proposed facility, as described on page 95, item k of the Plan.”

- All costs associated with implementation, including staff time, have been covered through revenues received through the County’s agreement with Advanced Disposal

RECOMMENDATION: APPROVAL AT BOARD

b. Huron River Green Infrastructure Drainage District  

- Approving a pledge of the County’s limited full faith and credit
- For payment of bonds 
- For the Huron River Green Infrastructure Drainage District Tree Planting 5504-08 Drain Project
- In an amount not to exceed $355,000.00 

- Washtenaw County Water Resources Commissioner 
- Was petitioned by the City of Ann Arbor to undertake improvements
- To implement storm water control measures throughout the city, 
through a Citywide Tree Planting Project

- State Revolving Loan funds are financing storm water improvement at 2% over 20 years
- All principle and interest will be assessed to the drainage district, which in this case is the City of Ann Arbor (receiving 100% of the assessment).

RECOMMENDATION: APPROVAL AT BOARD

c. Miller’s Creek Ann Arbor Drainage District  

- Approving a pledge of the County’s limited full faith and credit
- For payment of bonds 
- For the Millers Creek Ann Arbor Drain Drainage District 
- In an amount not to exceed $1,470,000.00

- Washtenaw County Water Resources Commissioner
- Was petitioned by the City of Ann Arbor to establish 
- A new County Drain known as the Millers Creek Ann Arbor Drain
- To implement storm water control measures and stream restoration
to be known as the Pepper Pike 5626-01 Drain Project

- State Revolving Loan funds are financing storm water improvement at 2% over 20 years
- All principle and interest will be assessed to the drainage district, which in this case is the City of Ann Arbor (receiving 100% of the assessment).
