- Approving the 2019 Equalization Report

B. Health

1. Health Department

a. Medical Marihuana Operation and Oversight Project

- Approving the grant award
- From the State of Michigan Department of Licensing and Regulatory Affairs (LARA)
- For the period of January 1, 2019 to September 15, 2019

- To provide financial support for a Michigan Medical Marihuana Operation and Oversight grant that will focus on education, communication, and outreach regarding the Michigan Medical Marihuana Act 

- Washtenaw County has the fourth highest number of medical marihuana patient cards issued and renewed in the state
- This funding will support WCHD in providing education and outreach to patients and caregivers, provisioning centers, health care providers, and other targeted groups such as youth and pregnant women
- Education around safe storage, the potential negative impacts of driving under the influence of medical marihuana, and the potentially harmful effects of use during pregnancy are of particular importance 

- For a total program of $130,377:
- LARA Grant Revenue: $124,558
- WCHD In-Kind Support: $5,819

- Upon receipt of the award:
- Authorizing the County Administrator to sign the grant contract
- Authorizing the County Administrator to sign delegate contracts 
- Authorizing the County Administrator to amend the budget

b. Re-Creation of the Washtenaw Health Plan Executive Director Position

- Approving the re-creation of the Washtenaw Health Plan (WHP) Executive Director Position

- In 2013 the WHP Executive Director position was put on hold vacant status
- Ellen Rabinowitz, the WHP Executive Director accepted a dual position as Interim Health Officer for the Health Department and Executive Director for the WHP
- The Health Officer assignment became permanent in 2014, and Ms. Rabinowitz has continued to lead both organizations since that time 

- In 2017 the hold vacant WHP Executive Director position was administratively modified to create a new Deputy Health Officer Position at the Health Department
- Effective August 2019, the current Health Department Health Officer and Executive Director for the WHP will retire
- The Health Department and the WHP need full time directors to lead future operations for both organizations
- The department requests the creation of a full time Executive Director for the Washtenaw Health Plan

- Create the following 1.0 FTE:
- 1.0 FTE Executive Director, Washtenaw Health Plan
Group 4100, Grade 34
Salary Range: $ $79,149 - $125,143 

- This position will not impact the County budget as salary, fringes, and administrative overhead will be covered by the WHP

2. Community Mental Health

a. CCBHC Expansion Grant

- Approving the grant award
- From the Substance Abuse and Mental Health Services Administration (SAMHSA)
- For the period of December 31, 2018 to December 30, 2020

- To provide access to services for individuals with serious mental illness (SMI) or substance abuse disorders (SUD); children and adolescents with serious emotional disturbance (SED); and individuals with co-occurring disorders
- To provide a collection of services that create access, stabilize people in crisis, and provide the needed treatment and recovery support services for those with the most serious and complex mental and substance use disorders 
- To provide an integrated service approach that emphasizes recovery, wellness, trauma-informed care, and physical-behavioral health integration
- CCBHCs (Certified Community Behavioral Health Clinics) provide services to any individual, regardless of their ability to pay or place of residence
- CCBHCs are responsible for directly providing (or contracting with partner organizations to provide) nine types of service with an emphasis on the provision of 24-hour crisis care, utilization of evidence-based practices, care coordination and integration with physical health care
- WCCMH became CCBHC certified in April 2016, but the State of Michigan was not selected as one of 8 demonstration states
- In May 2018, SAMSHA posted a funding opportunity announcement for individual entities within the original 24 states that previously applied for CCBHC Expansion Grant funds
- WCCMH applied and was notified in December 2018 that the full funding request had been awarded beginning December 31, 2018
- Due to the delayed award notice, WCCMH worked with SAMHSA to move the start date of programming to May 1, 2019 

- Remove the following positions 4.0 FTE from Hold/Vacant:
- 3.0 FTE Client Service Manager
- 1.0 FTE Crisis Service Professional

- For a total program of $3,498,181:
- Grant Revenue: $3,498,181

- Upon receipt of the award:
- Authorizing the County Administrator to sign the grant agreement
- Authorizing the County Administrator to sign delegate contracts 
- Authorizing the County Administrator to amend the budget
