To add the Ann Arbor/Ypsilanti SmartZone to the list of committees, commissions or boards eligible for compensatory service

In January of 2019, Washtenaw County was informed by the Secretary of the Ann Arbor/Ypsilanti SmartZone that the Michigan Economic Development Corporation advised the SmartZone that the membership of the group needed to be amended to include one representative each from Washtenaw County and Washtenaw Community College as required by state law

The Ann Arbor/Ypsilanti SmartZone does not require, but does allow, that a commissioner be appointed

The seat available to the county was filled through the appointment of Commissioner Andy LaBarre through resolution 19-037, for a term ending June 30, 2019

The Board of Commissioners’ Rules and Regulations allow commissioners assigned to certain committees to be eligible for a stipend based on number of meetings per year and mileage reimbursement for the lesser of their residence or place of departure

This action would add the appointment to the Ann Arbor/Ypsilanti SmartZone to the list of appointments eligible for compensatory service

This would bring this appointment in conformity with the treatment of other boards, committees, or commissions listed in Section X(B) of the board rules and allow for a commissioner appointed to the Ann Arbor/Ypsilanti SmartZone to be eligible to receive a stipend and mileage for their participation

There would be no budget changes as a result of this action and the estimated annual cost ($250) plus nominal cost for mileage would be absorbed within the Board of Commissioner’s operating budget
