HOME Investment Partnerships American Rescue Plan Funding Allocation Plan
Congress gave organizations like OCED money to assist individuals and families who are homeless, at risk for homelessness, or in other vulnerable populations. This money is being administered by the U.S. Department of Housing & Urban Development (HUD) under a program called HOME-American Rescue Plan (HOME-ARP). The Washtenaw Urban County's total HOME-ARP allocation is $4,562,230, with a spenddown deadline of September 30, 2030.
The County submitted its original HOME-ARP Allocation Plan to HUD by the deadline of March 31, 2023. HUD formally approved the Plan. Starting July 5, 2023 the County held a 30-day public comment process to solicit feedback on the June 30, 2023 Proposed Substantial Amendment to the original HOME-ARP Allocation Plan.
Following the close of the public comment period, the County made additional changes to the Proposed Substantial Amendment, linked below (8/30/23 document). The August 30th document was brought to the Urban County Executive Committee (UCEC) on September 6, 2023 for their consideration and approval before going to the Board of Commissioners for final approval.
The changes to the August 30, 2023 Proposed Substantial Amendment, as made by the Urban County Executive Committee on September 6th prior to their ultimate approval, are found on pages 19-20 of the Final October 4, 2023 document, specifically:
- Increase to the Affordable Housing Development allocation from 40% to 48% of overall HOME-ARP grant;
- Decrease the Supportive Services allocation from 40% to 32% of the overall HOME-ARP grant;
- Remove the words “not in the pipeline” where Plan indicated that an RFP would solicit proposals for future developments not in the pipeline.
The final Substantial Amendment was approved by the Board of Commissioners on October 4, 2023 in a single reading. The Amendment will next be submitted to HUD for approval. Once approved by HUD, the County will share a timeline for Requests for Proposals for the competitive awarding of HOME-ARP funds. Please check back here for updates about these funding opportunities.
