2022 Special NOFO to Address Unsheltered Homelessness
On June 22, 2022 the US Department of Housing and Urban Development (HUD) announced a special funding opportunity to address unsheltered and rural homelessness.

The National Alliance to End Homelessness also published several resources about the opportunity: 2022 Unsheltered and Rural Homelessness Supplemental NOFO Resource Series.
Under this funding opportunity, Washtenaw County Continuum of Care is eligible to apply for up to $2,064,692 in funding.

Updates from the 8/4 Community Session
OCED held a community session to seek community input for the application process. Please use the links below to view the meeting and additional resources.

The presentation provides an overview of the funding opportunity, including what types of projects are eligible to be funded.
Working Sessions
OCED, in conjunction with community partners, is hosting weekly Working Sessions to discuss topics of interest in the Special NOFO. The goal of these meetings is to learn more about what is currently being done in our system on these topics and to brainstorm what we could improve upon in the future. This will help us write the application but we hope it will also spark collaboration and innovation in the CoC!
- August 25 – Collaboration with Health Systems
- September 1 – Landlord Recruitment & Retention, led by Washtenaw Housing Alliance
- September 8 – Discharge Planning from Institutions (jails, prison, hospital, others)
- September 15 – Immediate Access to Emergency & Permanent Housing
- September 22 – Topic TBD based on need or schedule changes
- September 29 – Street Outreach, led by PORT/PATH Team
- October 6 – Solidify Coordinated Entry procedures for projects that have applied

Application Process
Similar to the Continuum of Care Program Funding Competition, the application process for this Special NOFO has two steps: first, individual projects submit applications to the CoC.
Timeline for Project Applicants:
September 2 – Request for Letters of Intent distributed
September 7 – Full application distributed
September 9 at noon – Informational Session on Opportunity for Potentially Interested Applicants
September 12 – Interested applicants submit Letter of Intent by 5pm
September 14 – Scoring criteria distributed
September 20 – Interested applicants submit full application by 5pm
September 27 & 29 – Funding Review Team meets to review applications and develop recommendations for the CoC Board
September 30 – CoC Board holds virtual vote to approve the Funding Review Team’s recommendations; projects are notified
October 7 – Selected projects enter and submit their application in e-snaps by 5pm
October 14 – Selected projects update e-snaps application based on feedback by 5pm
October 18 – OCED posts final full application publicly
October 20 – OCED submits full application to HUD
The full application to HUD covers all approved project applications. It also contains information about our system’s performance and strategy. OCED staff are working on the second part of the application.

Letters of Intent
The Washtenaw County Continuum of Care (CoC) is accepting Letters of Intent (LOIs) to apply for the 2022 CoC Supplemental to Address Unsheltered Homelessness Funding Competition. The US Department of Housing and Urban Development (HUD) has released the Special Notice of Funding Opportunity (NOFO) to Address Unsheltered and Rural Homelessness. Washtenaw County is eligible to apply for up to $2,064,692 through the 2022 funding process.
