New Distracted Driving Law Takes Effect June 30th

Governor Whitmer recently signed a law making it illegal to manually use a cell phone or other mobile electronic device while operating a vehicle on Michigan roads. Under the law, a driver cannot hold or support a phone or other device with any part of their hands, arms, or shoulders. Also, you can not manually use a cell phone while stopping at a light. Hands-free use is ok so long as it doesn’t take more than “one touch” to get it working. Lastly, this is a primary offense, meaning that a police officer can stop and ticket you if they suspect you are violating this law.

CRCT System Scheduled Outages
The PCE System has a couple of scheduled system outages coming up on July 2nd and July 4th. Both outages are expected to last for 60 minutes. Please plan accordingly if you are scheduled to work during the specified times.

Here are the details:
PCE will be performing upgrades and maintenance during the Independence Day holiday. To facilitate this maintenance, we are scheduling two service outages:

  • Sunday, July 2, 2023, 9:00 AM EDT – 10:00 AM EDT (60 minutes)
  • Tuesday, July 4, 2023, 4:00 PM EDT – 5:00 PM EDT (60 minutes)

All application systems will be unavailable during these outage windows.

 Additionally:

  • Development and Training environments will not be available between Sunday, July 2, 8:00 am EDT, and Tuesday, July 4, 6:00 pm EDT.
  • SQL Server replicas (BAK files) should not be impacted by these outages.

These planned outages are necessary to upgrade hardware and software on key infrastructure components and to perform a stress test of the disaster recovery site.

We appreciate your cooperation and understanding.

Claims Update

With the Public Health Emergency (PHE) ending, the Michigan Department of Health and Human Services (MDHHS) has identified new guidance on telemedicine practices, and how these services need to be reported.

The following changes to claims data entry are as follows:

  1. The GT modifier will no longer be accepted for telemedicine services taking place on or after 5/13/23.
  2. The COVID note will no longer be needed to submit telemedicine service claims taking place on or after 5/13/23.
  3. Place of Service (POS) 2 or 10 will now be used to report a client’s location during the telemedicine services taking place on or after 5/13/23.
    1. POS 2: client NOT at home- participating in telemedicine services anywhere outside of the home.
    2. POS 10: client at home- participating in telemedicine services.
    3. Modifier 93: will need to be reported on claims where services were provided by Audio Only. This will only be allowed for services that are set as “Audio Only Allowed”, and that are not a telephone-only service. Providers must also use POS 2 or 10 for these claims.

Below you’ll find MDHHS resources related to these changes, and the “Behavioral Health Services Telehealth Database” that identifies what services can be provided via telemedicine and how they can be delivered (simultaneous audio/visual or audio only), effective May 12, 2023:

  1. Bulletin Number MMP 23-10 – Subject: Telemedicine Policy Post-COVID-19 Public Health Emergency: MDHHS MMP 23-10
  2. Bureau of Specialty Behavioral Health Services Telemedicine Database, Effective May 12, 2023: Behavioral Health Services Telehealth Database
  3. MDHHS Reporting Requirements: SFY 2023 Behavioral Health Code Charts and Provider Qualifications
